The challenge
Meeting the operating cash needs of its various subdivisions, school districts and special districts, Alameda County’s $7 billion portfolio serves mainly as a savings account for all the school districts until the monies are put to use. “We invest according to our investment policy, governed by the state of California,” says Vishal Thacker, Assistant Treasurer and Chief Investment Officer for Alameda County. “We have access to a few vehicles for liquidity purposes, but one of the biggest is money market mutual funds, which we use almost on a daily basis. They are our first line of liquidity.”
